Any measure which cuts down car use, or increases the efficiency of car use in terms of passengers carried for each litre of fuel burned, will cut down the amount of carbon dioxide produced. Catalytic converters, though they remove some toxic gases from car exhausts, increase the amount of carbon dioxide emmitted.
